Uganda's counterterrorism framework has suffered a significant internal shock following the arrest of Imam Hamza Lyavara, a suspected mole linked to the Allied Democratic Forces (ADF). Lyavara, a respected religious leader and former intelligence informant, is now believed to have manipulated Uganda People’s Defence Forces (UPDF) military intelligence structures by feeding false intelligence—while covertly serving the strategic aims of Meddie Nkalubo, a top ADF commander.
His arrest, ordered under an internal security probe launched by Chief of Defence Forces Gen. Muhoozi Kainerugaba, has exposed serious breaches in Uganda’s intelligence credibility and reveals possible manipulation at the highest levels of the national security chain.
