Ujasusi Mid-Week SITREP | 25 - 26 August 2026

Tanzania’s Vice-President resigned nine days after the state suspended a newspaper for reporting he was resisting pressure to do exactly that, the terminal event in a rift this desk has tracked since his appointment. It is the lead story in an unusually dense 48 hours for this desk’s beat. This edition also covers a major intelligence reshuffle in Togo, the retirement of Uganda’s most controversial former intelligence chief, a belatedly constituted oversight board in Kenya, a public rebuke inside Rwanda’s cabinet, a Russian proxy attack warning for the UK, a judicial crisis around Zambia’s election petition, and the expanding footprint of Mexican cartels in African drug production.

Tanzania’s Vice-President Nchimbi Resigns: What Happened

Tanzania’s Vice-President, Dr Emmanuel John Nchimbi, resigned from office on 25 August 2026, informing President Samia Suluhu Hassan by letter that he was retiring from politics and public service, effective 4 September. He is the first Vice-President to leave office this way since independence in 1964, and his departure triggers a constitutional succession process with a mid-September deadline.

Nchimbi’s resignation surfaced through his personal Instagram account, inactive since 2023, before State House confirmed it that evening. The letter cited Articles 50 and 149 of the Constitution and framed the decision as fulfilment of a pledge Nchimbi says he made to Hassan in August 2025, that he would step aside once she wanted a different deputy. Under Article 50(4), Hassan has until roughly 18 September to nominate a successor from within CCM.

Nine days before the resignation, on 19 August, Tanzania’s Information Services Department suspended MwanaHalisi’s licence for six months, over a story reporting that Nchimbi was resisting pressure to step down.

This desk’s full reconstruction of the Samia-Nchimbi rift, the MwanaHalisi timing, and the succession field is available to Ujasusi subscribers below.

Ameir Meets Museveni in Kampala

Abdul Halim Hafidh Ameir, President Hassan’s son and a Tanzanian businessman, met Ugandan President Yoweri Museveni in Entebbe this week, in a visit both governments described in conventional investment and private-sector terms. A separate claim, circulating only on social media, describes Ameir in connection with TISS. This desk found no independently corroborated open-source reporting on that claim and is not linking to unverified social posts; Ujasusi’s own prior reporting has separately described Ameir as reportedly heading Tanzania’s intelligence services, a characterisation carried at the same assessed, not independently confirmed, status as when first published.

Kagame Rebukes His Foreign Minister

Rwandan President Paul Kagame used a 24 August press conference in Kigali to publicly override his foreign minister, Olivier Nduhungirehe, after Nduhungirehe clashed with a journalist over the presence of Congolese delegates at a Nairobi regional forum. Kagame told reporters the journalist owed no apology and rejected the minister’s demand that his own account be treated as authoritative.

Petraeus Warns on Russian Threats to the UK

Former CIA Director David Petraeus told British media that Vladimir Putin could turn to criminal gangs and disposable proxies to conduct deniable attacks on UK soil, rather than risk overt action against a NATO member. The UK’s Chief of the Defence Staff separately warned that Russian grey-zone activity is likely to intensify as the Ukraine war continues into another winter.

Zambian Courts Closed Ahead of Election-Petition Deadline

Zambian authorities closed the Constitutional Court grounds in Lusaka as the filing deadline approached for opposition candidate Brian Mundubile to challenge the 13 August presidential result, which the electoral commission had called for Hakainde Hichilema. The Law Association of Zambia has demanded an explanation for the closure, and at least one international election observer has separately alleged violence and a fatal shooting connected to the vote.

African Intelligence Services: Four Leadership Changes This Month

Togo carried out the largest regional intelligence reshuffle of the month on 17 August. Eight presidential decrees moved Brig. Gen. Tchakpélé Aklesso from head of the National Intelligence Agency to Chief of Defence Staff, installed Colonel Akapo Ayéwalani as the new Director-General of the Agence Nationale de Renseignement, and named Samarou Essowoè as his deputy.

Ghana restructured its National Security Council Secretariat on 11 August. Yaw Donkor, the former National Security Coordinator, moved to Director of Intelligence and Research at the Office of the National Security Advisor; Major General (Rtd.) William Ayamdo became Deputy National Security Coordinator for Operations.

Uganda formally retired Maj. Gen. Abel Kandiho from military service on 20 August, one of nineteen generals retired that day as part of a wider 1,817-person exit from the UPDF. Kandiho does not currently hold the CMI post; Rwanda’s government had demanded his removal in 2022 over allegations that CMI operatives under his command committed human-rights abuses against Rwandans in Uganda.

Kenya constituted its Intelligence Service Complaints Board on 21 August, naming Joseph Gitonga Riungu as chairperson. The board had gone unconstituted for well over a year, through a controversy in which Kenyan senators publicly pressed Interior Cabinet Secretary Kipchumba Murkomen over the delay amid enforced-disappearance allegations against the state.

Mexican Cartels Expand Meth Production into Africa

Nigerian, Kenyan, and South African authorities have made a series of arrests over the past two years involving Mexican nationals running clandestine methamphetamine laboratories, as the Sinaloa and Jalisco New Generation cartels expand under a franchise-style model. Nigeria’s largest-ever meth bust, in May, recovered precursor chemicals worth $363 million in Ogun State.

The Samia-Nchimbi Rift: How It Reached This Point, the MwanaHalisi Timing, and the Succession Field

Tanzania’s Vice-President resigned nine days after the state suspended a newspaper for reporting he was resisting pressure to do exactly that. That resignation is the terminal event in a sequence this desk has tracked in detail since Nchimbi’s appointment, not a sudden rupture.
