President Paul Kagame dismissed Rwanda’s long‑serving Prime Minister Édouard Ngirente on 24 July 2025, replacing him with Dr Justin Nsengiyumva, a technocratic economist and former deputy governor of the National Bank of Rwanda. Kigali offered no public rationale. This sudden move ends Ngirente’s eight‑year tenure and marks the third time in Kagame’s 25‑year rule that he has purged a premier without explanation. The reshuffle surfaces five immediate questions:

  1. Does the change tighten Kagame’s succession calculus as he enters his first full year of a fourth presidential term won with 99 per cent of the vote in 2024?

  2. Was Ngirente’s exit linked to economic or political under‑performance?

  3. Why install a banker previously convicted of corruption in 2008—but pardoned by Kagame in 2023—as head of government?

  4. How will this recalibration affect Rwanda’s posture in the volatile Great Lakes security environment—especially in the DRC’s east?

  5. Does the appointment presage a wider Cabinet purge aimed at reinforcing Kagame’s dominance during his final constitutional term?
