Today marks twenty-six years since Julius Kambarage Nyerere passed away on October 14, 1999, in a London hospital at age 77. The founding father of Tanzania—known affectionately as Mwalimu (Teacher)—left behind a complex legacy that extends far beyond economic policy or ideological commitments. Among his most understated yet strategically critical achievements was his stewardship of the Tanzania Intelligence and Security Service (TISS) during its golden era, when the agency successfully defended Tanzania against relentless espionage operations from apartheid South Africa’s intelligence apparatus, Western powers threatened by Tanzania’s socialist alignment, and regional destabilisation efforts targeting the Frontline States.

Nyerere became a symbol of the struggle against colonialism and white minority rule, demonstrating his commitment by allowing several liberation movements to have bases in Tanzania, including the African National Congress (ANC), Pan Africanist Congress (PAC), FRELIMO, and ZANU. This made Tanzania Ground Zero in the Southern African liberation struggle—and a primary target for sophisticated intelligence operations from both apartheid South Africa and Western capitalist powers.

Today, however, TISS stands accused of being complicit in a wave of enforced disappearances and torture of opposition activists and politicians ahead of the 2024 and 2025 elections, operating as an extension of the ruling party CCM rather than as a guardian of national security. The contrast between TISS’s Cold War-era professionalism and its contemporary politicisation offers sobering lessons on institutional decay.
