🧠 EXECUTIVE SUMMARY

Recent events in Kenya point to a potential turning point in the regime stability of President William Ruto. The killing of at least 16 civilians and the injuring of over 400 others during a nationwide protest on 25 June 2025 represents a continuation of a pattern of state repression. However, Kenya’s constitutional safeguards and comparatively independent judiciary introduce significant systemic variables that may render such repression counterproductive.

This analysis evaluates the long-term viability of President Ruto’s governance strategy against the backdrop of Kenya’s constitutional order, compares Kenya's trajectory with those of Tanzania and Uganda, and assesses the likelihood of regime disruption through judicial, electoral, or popular mobilisation.
