The Chande Commission Report, delivered to President Samia Suluhu Hassan after 153 days of inquiry, has produced the opposite of its political objective. Designed as diplomatic cover against an active International Criminal Court submission, the document has instead handed the Office of the Prosecutor in The Hague a sequence of state-authored admissions the dossier did not, on its own, possess.
